After expending prodigious amounts of time, effort and money to adequately document the.......&lt;i&gt;ingenious&lt;/i&gt; billing procedures of the CARE clinics, the FBI and IRS will no doubt spend another year or two (or three) prosecuting the case. After all of that, the principles of the CARE clinics may spend a few months in jail. Maybe. More likely is that they&#039;ll be fined and given a firm warning to &quot;never, ever do that again!&quot;

Meanwhile, in the time it took the FBA and IRS to shut down &lt;i&gt;one&lt;/i&gt; shady operation, ten more will have sprung up to replace it. 

It&#039;s like trying to shut down the illicit drugs trade - as long as there is a demand, &lt;i&gt;someone&lt;/i&gt; will be willing to exploit that demand for a hefty profit. The only way I see this exploitation ending is if we - through grass-roots education (like this &#039;blog) - manage to shut off the &lt;i&gt;demand&lt;/i&gt;.
